Tom Steele was appointed as Director of Strategic Infrastructure Planning in April 2026 having previously held the Director of Estates and Facilities role since 2018. In this new role I will have lead responsibility for the strategic planning of the Board’s estate to support and enable service transformation plans. This will include leading the capital and asset management teams as well as retaining responsibility for the rectification works on the Queen Elizabeth University Hospital and Royal Hospital for Children.

Tom was previously Director of Facilities at NHS National Services Scotland for two years where he led a number of national initiatives, including the national safety coordination post Grenfell disaster. Prior to that, Tom was appointed Director of Estates and Facilities at NHS Forth Valley in April 2009 with responsibility for the delivery of Forth Valley Royal Hospital and Clackmannanshire Community Hospital.

Tom joined the NHS in February 1986 working in a number of acute and primary care organisations within what is now NHS Ayrshire and Arran. This included the commissioning of the “New Ayr Hospital”, Girvan Community Hospital and led a number of collaborative primary care schemes throughout Ayrshire which paved the way for the hubco model.

Tom was appointed as Honorary Professor at Glasgow Caledonian University (GCU) in 2022 and awarded an Honorary Doctorate in 2025. Tom is a member of the GCU School of Science and Engineering Advisory Board.

With over 20 years of investment experience spanning both private and public sector investment, Nicola Douglas is currently head of investments for the Bank’s Place mission and is a key member of the investment leadership team, guiding the Bank’s investment strategy. Prior to this Nicola led the Bank’s Innovation mission for five years, having played a pivotal role in the Bank’s creation, serving on the board of the Building Scotland Fund, the foundation for the Bank’s establishment. Nicola held senior roles with Highlands and Islands Enterprise and the Royal Bank of Scotland. She is also passionate about broader support for entrepreneurship and scaling businesses and has worked closely with world leading organisations, such as MIT, The London Stock Exchange and INSTEAD supporting C-suite leaders. She is also an advocate of building gender diversity within the finance community, working with others to create networking and learning events to support and connect female businesses and investors.
